I used to be a hair stylist and I found one of the easiest ways to get rid of hair color on the skin was oxy face cleanser pads.
any lotion or vaseline along the hair line while dying will keep you from getting dye on your skin but be careful not to get it on the hair or you will have patches without color.

Any facial cleanser that is clear will usually do the trick for me. Just put it on a face cloth and scrub! The one I have used is Avon Anew cleanser.
Or you could try a clarifying, clear shampoo or a really harsh astringent.

Eventually it will fade out with time and regular washing.
However, if in a hurry, try this: use a piece of cotton soaked in Vaseline jelly and cigarette ashes (yes) and rub the stained area. It will go.

Try LAVA soap, or some of that handcleaner that mechanics use to remove grease from their hands. You know what else may work? I know it sounds funny, but try your HAIRSPRAY. Depending on what brand you have, it may work for you.

you are supposed to clean it off before it dries, at this point it may be too late; it may have to wear off.
BUT, try rubbing alcohol, if that doesn't work, try bleach. If that doesn't work, give up
