If we look at procreation as the act replication by two things, the answer is yes. Machines currently procreate. I think the key is the conciousness attched to the replication process and the feelings involved. That I am not sure of.

there are already machines that build machines but I feel that right now at this point in time that is about the closest they will ever become to procreating in that sense, a comparrisoon in a certain manner

No to procreate you have to be a living thing. Machines will never ever procreate.

Why, I saw a bunch of them get together into an orgy they call a "factory", and they were ALL doing it together, and sure enough, out popped a computer. Oh, no! They're procreating!

They already do. Watch a Video how many Cars are made. Much is done by Automation, the Machines are Evolving into Automobiles!!! :-O AND, they starting to tell use how to Drive! (GPS).

No, because that is a biological term referring to the generation of a biological species.
BUT, machines may reproduce themselves and I understand that there are some out there who routinely DO.
