you don't necessarily need a licence. you could be exempt if you either look like a student or a new age traveller.the level of filth on your person should discourage any of those pesky authority figures bothering you

Just call the city hall in whatever city that you want to perform in and they should be able to help you. A lot of the time, it depends on the culture and atmosphere of the city, its government and its people.

Apply to the local Council. You can do it without, but you would need a look out. Not a good situation if you are being creative

most cities require a performance license or permit, check with you city to be sure!

yes. you have to aplly to the counsil for a busking licens or you will be arrested for begging.
