A very jolt of electric current should do it (I know it isn't a drug). I'd say 300,000 amps at twice the voltage for a sustained burst of 3 minutes- that should wipe your brain pretty clean.

Oh yeah, there is drug for permant memory loss, but i forgot its name as i took some time before .....you should have asked me 1 hour before...tee hee hee...sorry for not being of much help!!!

Salvia divinorum. It's a plant. It's cheep, causes permanent memory loss, and is not illegal to posses.
