Which is better? Mandatory gun or cat ownership...?

I don't like anything that is mandatory...Both of these chooses would send some of the population to the hospital. Cat allegory's, and people shooting themselves and their neighbors. Children have a way into getting into things they shouldn't. so the less evil I would go with cat ownership, less of the population going to the hospital.

Manditory gun ownership, that way you can shoot your neighbors annoying dog
