If I call someone's cell phone and we get cut off...who is supposed to make the call back. Do you wait for the person who is apparently out of range or whatever to call you (me) back or do I make the call again.

If I got cut off and wanted to continue the conversation I would try to call back regardless of who made this first call or who's phone dropped the call. If you can't get through and can leave a message I would do that letting the person know I was trying to finish the conversation.

If you are the one to make the initial call, then you are the one to call back regardless of who's phone cut out. It is a simple courtesy.

If you are out of range, you would call back as soon as you have service again. If a call is simply dropped, whomever initiated the call must redial.

Call them back on your land line...the reception may be a little better.
