I believe sunglasses are to prevent sunburn of the eye because it has a thin layer of skin and just like your body skin it is subject to sunburn. So I would say the answer is yes. Even though they're blind they still need to protect their eyes.

I guess not. Plus don't blind people wear sunglasses all year round.

Yes, if your pupils don't react to changing light levels then uv light on your retina is a bigger cancer risk. So uv protective sunglasses are a good idea.

weather patterns have nothing to do with this, what about cold sunny days? wouldnt they need them on cold sunny days as well? its still sunny out............. oh to answer i dont think so!
