It depends on the situation. There are places where children should be taught and should know when it is appropriate to speak. However, too many parents today don't teach their children enough in the way of manners and respect for others so they don't know. You can't blame most young children if they haven't been taught.
The biggest thing to remember is that children are always learning and, quite often, they just want to ask a question about the situation at that moment. Respect them in so much as listening first to see if the question or comment is appropriate. If it is, and you can do it, talk to them about it right then. If the timing is bad, tell them you'll talk to them later, but that they have to be quiet for now. However, if you tell them you'll talk to them, remember to do it otherwise they won't listen to you next time.

This really ticks me off. Kids should definitely be heard. They have a mind of there own let them develop it with there own thoughts. Not with the thoughts of probably mom and dad. I was told all my younger years to sit and be quiet. Now at almost many many yrs. later have no opinion of my own on anything. . I suppose I'm still sitting still and being quiet. and believe me it stinks! So let the little ones speak there mind. It might not make any dam sense at all or you might not agree, whatever, but let them say anyways.

NO!!!! that is old school---- your dad should listen what you have to say, and you should listen to what he says,
but this communication with our kids should always be open and free to voice kids and parents opinions and thoughts on subjects.
I lived with this saying, I am the middle kid, of 8 kids. and we could never talk to our parents about anything. but I have a daughter and I have changed this, that she can tell me anything and we can talk freely about our thoughts and feelings. she is a teen now(16yr).
how old are you and your sister?
but in public places there is a place to be quiet but also places(like at home) to voice your opinion.

let your sister know that it is ok to talk but when it is appropiate. and the right time.
dont know the circumstance for this saying.??? to give a good answer.

My Mother used to say this. I do agree with it, but only in certain situations. In a restaurant for example, they should be seated and behave accordingly. Your sister is probably just shy, you could help her with her confience if you think she is a wallflower.

No, we should always listen to our children. My daughter is 6 and a half years old and she can't talk, I wish she could talk to me, i wish i knew what she thinks about and how she feels. instead I have to guess how she feels behind all of the little faces she makes. weather it's a smile or a frown. Children are people too, they were given a voice they should be allowed to use it.

YES TO SOME DEGREE WHEN ADULTS ARE HAVING A CONVERSATION CHILDREN SHOULD BE SEEN AND NOT HEARD HOWEVER IN OTHER OCCASIONS WITH CHILDREN IT O.K. MAYBE HE NEEDS TO CLEARLY DEFINE WHAT IT IS HE MEANS FOR YOU ALL.... I DO NOT BELIEVE THAT IS WHAT CAUSED YOUR SISTER TO BE A WALLFLOWER THAT JUST HAS TO DO WITH HER PERSONALITY

Nope. Most of the time children say things much better than adults do. They are real.

Children need to be taught how to act politely in society. You don't want someone who never speaks up for themselves or is afraid to do things; however, you also don't want kids who are loud and obnoxious.

Kids can be cute but I hate hearing the screaming temper tantrums and the constant whining!
