One answer may be "the laws of the land". Okay, who made the laws of the land? And which land?
Another answer may be "the standards of society".Alright, which society, and when?

Soceity is what governs the "norm"... You, me and all those that we know as a whole.

Thus saying, we elect our officials to do our 'bidding', but, those officials, once they are in Government, have thier own way of doing things, as they have thier own set of "norms" for that Governing Body.

They, who make the rules, are not necesarily the ones that have to "live" by the rules!!
Why do you think that they get into so much troubles, because they get on thier high and mighty horse and think they are "over the people" instead of being answerable to the people???

The Society is the one in which you live in. We as Americans are in no way, the same as those in Muslim Countries. As they have a different set of Values, that we dont embrace.

Even in Countries like France and Russia and places like that, the people are sometimes "alien" to our Culture, as they live by the "norm" in thier Society,and Society is influenced by a lot of different things, such as Poverty, Crime, Social and Economic strife, Cost of Living, Job availability, Transportation and other factors, make up the "whole" in our Society.

Then there is Religion... That plays a big factor in every Society! The Jewish people have thier ways, the Islamic people have thier ways, and We have our ways, and the Russians and every other Country is influenced by the teachings of the Church. Lets face it GOD is in our lives, whether we admit it or not, and HE plays an important factor in this all...

A deeply philosophical question. I think that humans are born with a sense of right and wrong. The majority then decide to make that the standard to the society that they wish to have.

I know this answer may be a bit abstract but I'm trying to keep my answer short.

When head-hunters come back with a few heads from a neighboring village they are viewed as righteous men. If they come home empty headed (ah I mean handed) then they are disgraced. Modern societies do a similar thing, it's called war. So it must depend on the society you happen to be living in. Oh and each society make god in their image. This is why god got more sophisticated throughout the ages.

Most laws are made by governments in order to improve the overall quality of life. What is good for the greatest amount of people might not always be whats good for you.

There is no real "central" authority that dictates what is wrong and what is right. It is all about your morals and what you believe in. If someone tells you that it is wrong to be Catholic but you strongly believe it is right, then that is what is right for you. Don't let other people infringe upon your beliefs. Opinions should always be welcome, but never enforced.

Good question. One big point that I just can't seem to understand is the right for gays and lesbians to marry. The government is using the bible to base laws/amendments. Granted I have nothing against the bible, but since when is it right to run our country on written words by monks and was also edited by a king, centuries ago?

God!!! Base laws of the land on God's law. In summary it says love your the Lord your God with all your heart and soul and your neighbour as you love yourself.

there's proof that there were laws before we had communication , cave people had clear rules about social behaviour and possessions .i think that without these ingrained instincts we would be a different culture.
