I'm thinking of suggesting it to my fiance, who is Muslim, 'cause I think he'd look good in hair down to his shoulder blades. However, if it's haram (forbidden by God), I won't suggest it after all. Any thoughts? All references are most welcome.

In Islam a man should not , do things that would make him like a women,(earings.clothing, hair and etc.)
And the same for women, they should not do things that are meant for a man.
thanks for asking and being very nice with your question.

No it's not forbidden. I read in many sites and books describing Muhammad (PBUH) had a hair reaching his shoulders. But hair should not like girlish for it's haram for men to look or act like women.
Inshallah I helped you, and I wish you a good and a blessed-by-God married life.

It is not haram but any resemblence to the opposite sex is not looked favourably. Generally women have long hair today. Infact it is said the prophet Muhammad (PBUH) kept long hair. This was in accordance with the practice of gentlemen in those days.
My advice is, leave this to his choice.

As long as He doesn't look like a girl's hair, it is not for bidden, but one should consider how long it should be to look like a girl.

I think it is allowed till 1/4 inch from the shoulder.

Yes, it is. A man must not look like a woman, and a woman should not look like a man. This includes hair. Women generally have longer hair then men. Men are supposed to keep their hair short. It's haram.

The Prophet, sallallaahu alayhi wa sallam, said: "Allaah has cursed men who imitate women and has cursed women who imitate men." [Al-Bukhaari]

I don't think it is Haram. Sira books tell that prophet Muhammed's hair was long.

However, you'd better consult a Fatwa site

Its not haram though it is not encouraged for male Muslims to keep long hair as it tends to look untidy and can be unhygenic (not saying that gals who keep long hair are unhygenic).
