I don't know. Demand and supply. As long as People are willing to pay cops some cops will be willing to take the payment.

Well many reasons contribute to that.
Firstly, in some countries, cops are not well paid. This is most evident in developing countries.
Secondly, cops will only extort if you are wrong and they knew it. Thus, those who knows that they are wrong and want to get away will do anything the cop requested. Thus, had not due to the fact that they were doing some thing wrong, chances of them being extorted is very minimal.
Thirdly, when cops met criminal, it is just obvious for both parties to reach a win-win situation ...and that is....."you are in trouble...give me your money and I will release you. People like you that always took my time away from my family. Now, I have to make them happy and coupled with the minimal salary that I received, I guest its a fair solutions.
These are the few incidents that is happening certain countries.

There are good and bad in any profession and because they are here to serve and protect they should not be above the law they are here to protect and uphold the law. I certainly do don't want a cop coming to my home high and has a gun!
Since we pay them with tax dollars if they are bad then get ahold of the people that will make them pay for their wrong doing. What a shame they think they can do something that i would not do like stealing or doing drugs and they get away with it.
They should be following the rules we all have to follow so if i steal from my workplace u get fired so get them fired u can probably do it anonymously so they can not retaliate.

I was with my friend when he got pulled over a few weeks ago. The cop took $80 out of his wallet!! I guess some cops don't feel appreciated enough or that they don't make enough money so they steal. Or they could just be power hungry and it makes them feel better to take advantage of people.

Making generalizations like that is the same thing as saying that all stay at home moms are on welfare.
Most cops are not "dirty" otherwise there wouldn't be a safe place in America to live and work.
Most stay at home moms are not on welfare otherwise our taxes would go to nothing else.

I'm sure that that is only a very small percentage of law enforcement. In those cases, they are probably "drunk" with power because they feel like they can get away with it and are above the law. But, you shouldn't think that all law enforcenment workers are like that. Don't let the actions of the very few change the way you feel about the people that are doing their job well :)

cops arent dirty.
its the job that is.
just think of all the good work that they do for the society and how they help to keep us neighbourhoods a safe place to live.
agreed that some of them are corrupt and bad but then u r gonna find these type of people in every profession so why blame the whole service for it.

Not all are but, some just can't resist temptation.Maybe it has something to do with the fact that we pay people more to throw a football than we do to protect our well-being.
