will it effect my fiancee visa paperwork?

im from asia and my fiancee is a us citizen, he didnt pay his taxes for 9 years but he started payin lately through payment plans that they gave him, im wonderin if that will effect my fiancee visa process or if they might refuse me for a visa cuz of that

You won't be refuse a visa because of that as long as he keep up his obligation through the payment plan

they want 3 years tax paper...so first pay 3 years taxes and then apply otherwise they may drop your case in pending

Nope, but if he goes to jail you'll have a tough time.
