It's such an extreme and bold thing to say. It works best after a few little smiles, and a touch of eye contact. (i.e. signs they're actually interested in speaking to you). It's a good way to break the ice, and if you say it perfectly candidly, you'll get a laugh. It's worked every time I've used it. Again, you can only use it at the right time, after some initial eye contact and shared smiles. You must be certain of these signals, otherwise you risk coming across as an idiot.
