"Go-men-ne" is just enough to apologize to a friend. Gomenne simply means, I'm sorry...
I don't think you have the need to say "dear friend," sorry is too much for enough.
Hope you reconcile with your friend.

taisetsu na tomodachi, gomen nasai.
it would be a direct translation, however
in japanese taisetsu na tomodachi (dear friend) is
not usual expression and i never heard anyone saying
it in japanese.but he or she would understand what
you are trying to say and you are really sorry

watashi no tomodachi he (= dear my friend , but its unusual to use in this expression)
