If he avoids answering his cell phone when he's with you, then chances are that he's just polite. I think it's terribly rude for someone to take you out on a date or something and then to be constantly answering the phone and chatting with friends the whole time. If it's an emergency, fine. Or if he's expecting an important phone call and is extremely apologetic about it, it's forgivable. But a cell phone is a tool, it is not something one should be enslaved to. If people want to talk to him, they can leave him a message and he can return their call at his earliest convenience...not during a date.
The part about the two apartments is a little harder to reconcile. Is he recently divorced? Does he use one as a studio? Is he in the process of moving from one to the other? Does he deal drugs out of one and live in the other? I would definitely ask him why he finds two apartments necessary. It certainly sounds fishy.

That says time with you is important to him.
Find out what he says is the reason for having two apartments. This is as intriguingly bad for you as the shut off cell phone is good for you.

Maybe he's trying to be considerate of your time together. But I do agree about the 2 apartments comment, that is strange. Ask him about it . Hopefully there's a reasonable explanation.

Sounds like he's rich. Or maybe one apartment is his parents.
As far as the fact he doesn't answer his cell phone when you're with him, maybe he doesn't want to talk to the person on the phone because he'd rather talk to you than anybody that could be on that phone. ;)

he gets sick of the same **** everyday hes probly over the phone ringin and he might be sick of sitting in one apartment he might be enjoying that one is messy and the other one is clean and another think he might find u more interesting than his phone
