We've tried several different courses, and we really like Harold R. Jacob's Elementary Algebra. It's very well laid out, it teaches in logical steps so it's easy to follow, and it is very user-friendly. My son actually rather enjoyed it, and did well on his standardized test. We supplemented it with Standard Deviants Algebra DVDs, which reinforce the concepts that Jacobs teaches.

Saxon Algebra is very good, but the material jumps around a bit and can be hard to follow. My daughter complained that the book just looked daunting. All-in-all, though, it's a good course.

For beginners, a very good choice is the Key to Algebra series of workbooks. It teaches the basic concepts very nicely and is a really friendly intro to the subject.

Saxon's math program is highly recommended, as is the Singapore Math program.
