Yes, it should be.
It's illegal here in Australia, but you get alot of people still doing it, and worse, TEXTING while driving. It's a recipe for disaster.

Of coarse it should be a citable offense. If you think about it a lot of people can't drive already let alone talk on the phone at the same time. People are less attentive when they have there hand to there head. If they're going to talk on the phone they should at least invest in a blue tooth or headset.

Yes. The phone should be used as a tool not to blabber while doing something critical like driving. I ride motorcycles and more often than not the idiot that cuts me off without even glancing at the mirrors is using a cell phone.

In France it's illegal to use a cell phone while driving. It's also illegal to eat or drink while driving. Someone told me the penalty is 25 euros, but I'm not sure whether that's accurate. It may be more.
It's dangerous to do *anything* that distracts the driver's attention from the road.

yes...driving while talking on cell phones without the aid of the handsfree device should be an offense....people can't really concentrate in their driving while talking and especially while using one hand to hold the phone....a lot of accidents are caused by those irresponsible people.

Yes and no. If the person using the cellphone is driving correctly and is not hurting anyone then I don't think they should be giving a ticket. However, if they are driving erratically then they should be given a ticket.

Hell yes, some areas have made it illegal to smoke in your car so why the hell not make it illegal to run your damn mouth on your phone. Usually a person on thier phone is too busy talking to drive a damn car.

i think so. i know humans are good at multitasking, but why risk focusing your attention on anything else when your driving? not only yours, but other lives are at stake. full attention needs to be on the road. when you get behind the wheel, you have a responsability, if you cant live up to it, you shouldn't be behind the wheel at all.
