Ok, I'm mind boggled over this one.
How come when you order a meal at a restaurant that includes a starch, such as pasta, potatoes, corn, etc.. and it says that all meals come with rolls or a side of another sort of starch, that you cannot get that side, IE, you cannot have two starches!
Who are they to say you can't have as many starches, veggies, etc.. as you want, ESPECIALLY when it says in print that you can?

If you want it just tell the server and don't take no for an answer. If you have to pay extra then do so. If they refuse ask to speak to the manager. They want your business, they will accommodate you.

I've never heard of a restaurant that won't let you choose your side (unless it's a price difference).
In other words, say the menu goes like this (these are the sides they have available and they can be purchased individually also):
Broccoli $1.29
Mac and cheese $1.49
Baked potato $1.49
Snow peas $1.29
side salad $1.29
Now, if you've ordered a dinner that comes with pasta and then they ask what veggie you want and you say you want another starch, they may not do it because the starches are a different price than the veggie.
I may have misread your question, however, and here's the answer to the other way you may have meant it: some places have different menu sections. Chicken entrees, pasta entrees, beef entrees, etc...Most of these places will say at each section, for instance, "Chicken entrees are served with your choice of two sides." However, usually the pasta section will say, "Pasta entrees are served with your choice of salad or soup." It still has to do with the pricing structure and the fact that *most* people don't want a baked potato with a pasta dinner.
That being said, every restaurant I've worked in has been very flexible in side dishes. If you wanted a baked potato instead of a salad with your pasta, I've never met a manager who would say they wouldn't do it. They wouldn't even charge you the 20 cent difference because that would be nickel and diming a customer, which would be bad business.

Call the manager over and in a loudish voice, not screaming just forceful, so others will hear and ask bluntly "is there a reason that you as a customer are not allowed to choose whichever sides are served with your dinner? Do you have to have only what they choose, and then pay for it?...whether you want it or not?"

You could always order the meal and then order a side separately. Or try asking for the manager and very politely ask if s/he could please make a substitution for a loyal customer who eats here frequently and would love to continue enjoying their menu.
