Yes you can. First of all you can use some free stuff from the net. You can even interact with people from your chosen country that you want to learn their language.
Try Pimsleur learning program;its recorded books like conversational which is paced. Every one i know has raved about pimsleur.
Try Rosetta Stone as well ...WWW.BYKI.COM, free download site for your chosen language

P.S. If you want to learn for example spanish, you can also listen to their music,film and radio and not to forget reading their books not only will your speaking skills improve,but your vocabulary

Absolutely. Immerse yourself with CDs, movies in that language, radiostations or tvstations (if available) websites with streaming audio. At the beginning its important that you get used to what the language sounds like--when you're ready, you might want to start finding informal conversation groups in that language near you....or even donate some time in a community center that serves people that speak that language--you can practice your conversational skills with native speakers. Even if you're not speaking a language, you can still continue to get exposure to it. For example, you can listen to television broadcasts, radio broadcasts, books on tape, or movies in that langauge, and you can read in that language. You should be able to find material over the Internet.

Yes, if you dedicate yourself. You can always find someone who you can practice with. Especially in South Florida. Whenever you get an automated system, select the Spanish option.
