I saw a Tundra swan today in southern Oregon shouldn't it have migrated north by now?

Humm.. Canadian geese have individuals who simply find a spot they like & stay year round. Migration dropouts so to speak. The cheasapeake bay area has lots of year round resident geese. Could swans do the same occasionally? Even if this isn't commonplace a sick or hurt animal would hve no choice but to stay and/or follow late.
