Personally, I don't think there's a problem with it. But if it is bothering you, talk to your friend and see how he feels about it. If he's engaged and all that time has passed, I doubt he'll mind.
You sound like a really good friend, if you're willing to refrain on account of your friend.

Date ON! Just don't hide it from your best friend. Talk to him about it first. If he's engaged, he should be involved enough with his fiance that it wouldn't bother him. Just don't go behind his back about it.

Best way to find out would be to just tell him, be honest with him and I'm sure he'll respect you for it. If he's happy with someone else there's no reason why he would deny your happiness.
