Depends on the degree of his error. If its something that really aggravated you, you'll have to make a step there: "I forgive you, but we'll have to have a talk about this. I really feel that....".

If its something that is superbly trivial: "Hey...you dont have to say sorry for these things. Its no big deal, and im sure you didnt mean it." Otherwise, the word "sorry" losses its value.

Ask him why he is sorry, tell him how you feel, then ask, how can we stop this from every happening again? What do you think caused this to happen? Then tell how you feel again. Keep asking him to "solve the problem" then tell him your feeling until he has some understanding of how you feel, and the situation that he is in.

Try ignoring him for a while. When he tries to talk to you, turn your shoulder and make a grunting noise. He should be able to tell from your body language that you are visibly seething - actually fuming from his pathetic attempt to apologize.

That will teach him. Next time he tries, maybe he will at least bring flowers or chocolate.

thank him for his appology and ask what he intends to do to help avoid the problem in the future. a true appology is about action, not just words.

You could ask him to try to not do it again? It depends on the situation.
