We have been dating for one year. He moved to Memphis three months ago for me. He keeps saying he is going to get an apartment, but he doesn't make any moves to actually looking unless I say something.

This one calls for tough love.
Just because he gave everything up to move to Memphis to be with you doesn't mean free rent. Tell him that it's okay to live with you but he has to pay his portion of the rent and living expenses. It sounds like you really care for him and that you are a generous, loving, kind hearted person. Don't let him take advantage of your sweet nature. You're not being cheap or stingy. If he's down on his luck finding a job, kick him out until he gets a job working at Mc Donalds flipping hamburgers.
If you can find the courage to look further and get the big picture, your futures will be bright.

Tell him he needs to get his freakin act together and if he doesn't in 6 months to a year leave him, he needs to get used to the real world!
