One might try a technical school, or ask locksmiths who are already in business if they have suggestions on how to learn the trade.
A working locksmith might take in a trainee, as an apprenticeship.
A distance learning program is available through the Foley-Belsaw School of Locksmithing. Their literature states that you will learn the trade/art of locksmithing, and can buy all your initial equipment (from key cutting machines and blanks to industry-specific tools) from the school.
Good luck!~

The only people I know who have taken lock smith schooling are people who wanted to be able to break into houses, so many you should like find some criminal type people to ask. Myself I don't have a clue where a lock smith school is.
