well you should make sure he doesn't have hypothyriodism by going to your vet for a blood test. it can cause dogs to carry extra wieght and isn't their fault. if that isn't the case and there isn't a medical reason then start by feeding him seperate from your other dogs, and if they don't finish their food make sure to remove it so your 'chubby' dogg can't get it. beagles have a tendency to be overweight. a slim beagle may be an oxymoron... but for his sake (and the sake of his joints and health) try to get the weight off by obviously increasing excersise and try a food available through your vets called R/D made by Hill's. it works really well to help the dogs lose weight and because it has a lot of fibre they can still have large amounts of it. once on the diet food make sure he is only getting the recommended amounts per day. also split up his meals so he is eating 2-3 times a day to keep his metabolism going (like in people) i know it is hard but no treats, save about a quarter cup to feed him as treats so he thinks he is still getting some. weigh him every 2-3 weeks to make sure you are feeding the proper amounts.

I would try feeding him seperately from the other dogs. Maybe have him out side while the others eat and then what they leave behind remove from the bowls then feed hiim. That way he only has access to his food.
There are diet dog foods out there. that combined with maybe a little less food and more exercise could help.
I know my brother had an over weight Lab and he changed to a diet dog food, gave him a little less in food serving and walked the dog daily and it worked like a charm. He is now at perfect weight!

I actually have an Airedale Terrier, a German Shepherd/Chow blend, and an Australian farm animals canines/Border Collie blend. what style of canines do I desire i'd have...as well Airedales, probable some type of Setter or Pointer, a widespread Schnauzer, a Boxer, a Belgian Sheepdog, a Collie and an Irish, Lakeland, Scottish, Wheaten, Welsh, and twine Fox Terriers the coolest element my canines does is peel boiled eggs. The funniest element he does is he sits in a wheelbarrow and facilitates you to push him round everywhere.

Exercise him, and only feed him once a day. Do not leave food in the bowls for the other dogs. I know this is a pain, but you'll have to feed each of them once a day and separately so he doesn't eat their food. Don't feed him table food either, most important is to exercise him. Taking him for walks is a good way to do this, on a regular basis. Not necessarily every day.

Try the Science Diet dogfood for overweight dogs...and go strictly by the feeding guide on the bag. No table scrapes and limit any doggie treats. Your dog may hate it at first, but eventually he'll get into a routine;)

pick up the other dogs bowls (and leftovers) as soon as they are done eating. If nessary lock him (and his diet delite dinner) in another room or in a crate till you have picked up the others food.
consider the weight loss formula foods - also adding green beans and or canned pumkin (plain not the premixed pie filling) will help fill his belly but keep the calories down.
And excersise

Give your over weight dog more exercise, and less food. There is no magic here, he is eating many more calories than he is burning. Don't give him access to your other dogs food.

Contact your vet.They have types of food that will help your pet lose what he needs to.They will set a feeding guide to help your pet slim down.No treats are a great start.Excercise plays a big part.
