Only a well-rounded fitness plan can remove flab from your thighs. There is no specific exercise (other than surgery) to remove flab from one's thighs (or abs for that matter).
To remove flab, you must first correct your diet (burn more calories than you consume). When you consume less calories than you burn, your body will turn to fat stores for energy. Be sure that you monitor your calories on a site such as http://www.fitday.com.
Any leg exercise or cardiovascular activity will certainly tone your legs (i.e. build muscle). So while you are dieting down to lose the flab, continue to do such activities. Exercise makes it easier for you to burn more calories than you consume and also increases your metabolism.
Just remember the big picture: when the flab comes off, your newly muscled pins will be there for everyone to envy. It's just going to take time, a consistent exercise plan, and a diet that is free from refined sugars, saturated fats and moderate calorie consumption.

Good news! All excercises get rid of fat in your thighs! Spot training (working a specific area) works for building muscles, but not for losing fat. Fat burns off of the body at a fairly even rate (although some CLA and cortisol suppression might help a little.) The best way to lose fat is........... a healthy diet and excercise.
More specifically, make sure that your meals and snacks have a lot of protein, good carbs (low sugar and starch) and healthy fats. Also keep the overall calorie total lower than what you burn until you hit your goal.
The excercize that I speak of should have some weight lifting (don't worry about getting too big. Unless you are a total workout freak and/or on steroids, it won't happen) and some cardio. Usually, trainers will have a person do more cardio than weights. Cardio burns a lot of calories WHILE YOU ARE DOING IT. Weight training burns calories for MANY hours after you are finished. Even while you sleep, your body will keep burning a high rate of calories to repair muscles.
Ultimately, the protein that you ingest is to build muscle.
The fat that you ingest help with skin, joints, hair, energy processes, etc.
The carbs that you ingest are for energy. If you don't burn these foods, you will wear them.
