You report it to Homeland Security, you don't contact INS anymore.

There are police departments waiting for permission, the one's that try to defend against colonization, from the federal government if it's ok to arrest them.

At this time, unless he's a wanted felon, they will take the information you give them and do absolutely nothing about it.

How dare you try to be a patriot to the American government. Wake up! THEY DON'T CARE!
