Of course I would advise you to check your state statute (penal code). For most jurisdictions assault can be defined as
1. an attempt to commit a battery or
2. the intentional creation other than by mere words of a reasonable apprehension in the mind of the victim of imminent bodily harm
But if there has been actual touching which is what you have described the crime will be battery usually; if no touching has occured the crime may or may not constitute assault. So yes giving a woman Noogies may actually be a crime.

Depends on how your state defines "assault".

Check out the penal code for your state (online) and look up the definitions for the words "assault" and "battery"... In California noogies might be more a battery than an assault... depends entirely on the circumstances. I saw a "t***y twisting" incident charged as a battery once... between several middle school boys.

Bottom line? Any unwanted touch is off limits...

The act of giving a noogie is battery if the woman does not consent implicitly or explicitly. Any contact to a part of the body other than the forearm is battery. Assault is the threat or pretense of physical harm or contact. Of course for the charge to be made and sustained there would need to be evidence or supporting testimony.

possible, noogies can be painful and you could choke her out while perfoming a "noogie", you are more likely to get charged with harassment though, and probably hated by females. if you wanna get the same reaction just sneak up from behind and say "boo", or poke them in the ribs gently... I wouldnt do either of those in the workplace though. most likely you are gonna get slapped, but it is possible for a woman to charge you with assault if she feels like you might hurt her, including noogies.

The only way you could get charged with assault for giving a woman noogies is if she expressly made known her wishes for you not to or to stop.

There's a fine line between mere 'noogies' and harrassment. Be sure you know the difference. You should not 'manhandle' a person you don't know or barely know. You should not 'noogie' anyone but a friend.

There are 2 types of assault: aggravated & simple.

simple is when to touch someone (not in a sexual way) but when they do not wish to be touched. A push, tripping somebody, noogies are all forms of simple assault.

aggravated assault is when blood is drawn, a weapon is used.

If she changed her mind it could be worse than assault. In the UK (if you're married now) and you do something that your wife later says she didn't like, you are legally considered worse than if whatever it was was done by a stranger in the street because of breach of trust. IE. guy in the street or gang rape 5 years in prison, husband overzealous/inebriated 8 years prison as a sex offender. Soon men will have to become legal slaves so as to gain some superficial rights.

I would assume that on some level you could get charged with some form of physical violence for touching another person that does not invite you to do so. Personal space is needed here. Keep your hands to yourself and if you are having a proublem with this you should seek help. No one should have to endure being touched and harrased by anyone else on any level.
