As a faith believing Christian, not a religious Christian, I seldom use this phrase, as I find it to be rhetoric and rude. Some people do not want to be prayed for and especially if they are not of the same beliefs that I am of. Example: I went to the dr. yesterday. Lady with 9 broken fingers came in. I said, car accident? She said, no husband. I cried. I've been there. She wanted to lie down and I told her I had been in many times and they did not mind if you laid on this particular spot in the waiting room. She thanked me and I helped her lie down. I had tears still. I asked her if she would like me to just sit and hold her and she said that would be nice and we visited. I then said, I was a Christian and would she be offended if I prayed for her in her healing. She said no, she would appreciate it. I leaned down and whispered a prayer in her ear. And I never even ask her name, so now I pray for broken fingers every time she crosses my mind.

Never, I don't do that because I'm not religious. But if someone says it to me, I don't get mad or anything, I just say thank you because why not, it can't hurt right?
Of course I believe that too many people pray for god to step in and fix things for them. I believe that you can pray like everything depends on god if you want, but you should work as though everything depends on you. Or to put another more biblical way, the lord helps those who help themselves, which makes you wonder actually if their success was a result of god or of them helping themselves.

If I tell someone I'm going to pray for them I always do because even when I forget for a while the Holy Spirit reminds me along with reminding me of what Jesus said...But I tell you not to swear at all, neither by heaven, because it is God's throne, nor by the earth, because it is his footstool, nor by Jerusalem, because it is the city of the Great King. Nor should you swear by your head, because you cannot make one hair white or black. Instead, let your word be 'Yes' for 'Yes' and 'No' for 'No.' Anything more than that comes from the evil one." Matthew 5:34-37
I take that to mean that when I speak and tell someone I'm going to do something, it should be to me like I swore an oath before God and I either need to do it or explain to the person why I can't and ask them to forgive me for speaking rashly. That's why I have developed the habit given to us by James of qualifying statements about what I'm going to do in the future with "Lord willing...." (James 4:15)
Then again, I don't usually tell people I'm going to pray for them. I might ask them if they want to pray with me about a situation or I just pray for them without telling them because as Jesus went on to say...."And whenever you pray, don't be like the hypocrites who love to stand in the synagogues and on the street corners so that they will be seen by people. Truly I tell you, they have their full reward! But whenever you pray, go into your room, close the door, and pray to your Father who is in secret. And your Father who sees in secret will reward you. Matthew 6:5-6

Personally, I never say "I'll pray for you" because there are many people that do not believe in the power of prayer, and when people say it to me I feel as if they are imposing their religion on me. Just like how people say "Merry Christmas", I always say "Happy Holidays" because that time of year is made to celebrate all religions and beliefs. I don't want to say Merry Christmas to someone who is not Christian, that's imposing.

Not much...
I only say it is someone ask me too pray for them or I feel the need to tell someone that needs prayer I'm praying for them.
Sometimes people may use it as a way of saying. "I'm thinking about you" or "I'm really worried about you"
