Very rude and shows that you could care less who you offend, and that your self grooming is just a matter of so what I do it anywhere the mood strikes. Shows little self control, and less for the people around you. If its just a broken nail or something simple, excuse yourself from public view and do it in private such as a restroom, parking lot or some where people won't be forced to watch it or turn away in disgust.

absolutly disgusting.
I hate it when people do it in class, not only is it gross, but its a lack of repsect with the teacher and the rest of the class, like... i don't care you are standing there, you can say nothing that will be interesting to me in any way.
There is a time and a place for everything.. cutting nails, your room or the bathroom!

I can't remember ever seeing anyone cut their nails in public. I suppose it would depend on where they would do it. If they just did it somewhere out in nature or a place hardly anyone goes then I guess I wouldn't think that's rude. If they did it somewhere where there's a lot of people around, it would be kind of rude.

Nope. As long as it's not during church, a movie, or class, like someone else said. Some people are busy and need to take care of that ripped fingernail, before it pulls more off past the "quick"-that hurts! ouch!

Once there was this guy casually using a foot file to scrape the manky dead skin off his feet in the sauna at my local gym - unbelievable. A frickin foot file!
