complain to the chief or officers suppervisor, if your state allows you to file for a arrest warrant, you can appear in court and request a warrant.
The police officer has to look at the exact event and why and how it could happen. Also some states actually require that a warning be issued first before an arrest could be made.
( officer would fill out an incident report listing who was tresspassing and when and where it was.
Just because a person wants someone arrested, does not mean an officer has to arrest them, people want others arrested all the time and police or DA do not believe that it meets the exact code as written in the state.
Was the property posted "no tresspassing" why was the other person on the property, did the owner ask them to leave first, and so on.

If you can prove that the person is trespassing and the officer refuses to do his/her job, you can make a citizen's arrest. The problem with that is that should something go wrong during the whole criminal process, you're on your own and can be sued.

You cannot request an arrest, but you can say that you want to press charges. If the officer says no, you can go to the precinct and file a complaint for it. That is the best you can do. Good luck.

well u have the right to go down and file on the officer who refused to arrest the person and it also depends on if this is the first time or not or if the person was trying to steal something so u do have the right to file a complaint on the officer.
