Photo shop is good, but you have to install the program. I don't know any online services, sorry.

you can try the freeware program Gimp. you can find this free program at www.gimp.org
it is an excellent program for picture authoring for whats it worth(free), but the downside is getting to learn how to use it, but there are plenty of sites out there that explain how to use it
