I am 5 3" and weigh 165, to meet air force standards I must be 155-. Can I still take the rotc class and apply for a scholarship next semester (I will be going to a HBCU, so I don't have to compete for a sholarship)

You should be able to, and good luck--the services have become VERY strict on their physical standards over the last few years.
It is possible to gain a scholarship after you've begun your studies, but you have to be accepted to both the school and the unit in question ( it has to have an available scholarship slot; it also depends upon which field you plan to serve; THAT might--to a certain extent--drive your field of study also.). For example, when I earned my scholarship in 1981 ( after having flunked out of the Academy ), I had to accept a Navigator slot for later training, and I had to declare a "techincal" ( requiring Calculus ) major.

I know that the Marine Corps has a program called the Platoon Leaders Course, which basically is a scholarship. You attend any school with an accredited Naval ROTC program during normal school months, and work as a midshipman reservist during the summer months. Upon graduation, you will attend the Officer Candidate's School and the Basic School at MCB Quantico, VA. Upon gradutation there, you will be comissioned as a 2nd Lt in the USMC.

ROTC scholarships are given to people entering full on in their freshman year and to people that sign a promise of military service after their junior year as long as they have already completed the first two years. You can always just take out student loans and once you graduate go into your prefered branch and get them to pay off your loans, the bonus to this option is you get to pick your branch of service the downside is you have to go through OCS instead of OBC

yes, you can still take ROTC class in school. it will get you ready for the military(air force). you will be able to get a scholarship also through the military as long as you go through the officers program.
