Yes, the vehicle code states what color, size and power of lighting you can have on a motor vehicle, and in what direction they can be aimed. Blue and red to the front are reserved for emergency vehicles.

The question about the head light that are colored blue... It is the bulbs that are blue. They are illegal in some states even though they come on some nicer model cars. They have been complaints that the light are to bright when passing a car. I do agree with this they really are brighter. They are brighter so the driver of the vehicle can see clearer in different weather conditions. The questions about paint your head light blue... I would not do this unless you are looking for a fine. I think this would fit under the improper vehicle equipment. But it definitely is illegal. I not saying you would get caught but I wouldn't take my chances.

It depends on which state you live in, but many states have restrictions on colored lights due to the fact that they can be mistaken for an emergency vehicle. It's illegal in California to have any light other than amber or white forward faceing.

It all depends on the state that your vehicle is registered in. Each state may make adjustments to their own traffic code. Check with a local law enforcement agency such as the State Police.

Yes, only for police. People years ago use to use this trick to pull people over and rob or hurt them.
