I guess strongest relative to the rest of the world at the time there would be several candidates. My choice would be the US currently. The US has an enormous amount of firepower and could destroy any country in a matter of weeks.
Some others:
1941 Germany
1914 Germany
1870 Germany
1810 France
Middle Ages: Genghis Khan, The Huns
0 Rome
In BC, not sure of dates
Carthage, Macedonia, Persia

The seemingly obvious answers would be the Roman Empire, Alexander the Great or the United States of America - probably in that order. However, the stregth of any military body is not and may not be measured by its destructive capacity alone. No, the strength of a military lies in the citizens who voluntarily support it and its endeavors. The strongest military is one that seeks justice for mankind and relies upon truth for motivation.

I suppose that would depend on the time period?
Genghis Khan, led and unstoppable army, and so did Alexander the Great. The Spartans of Greece were one of the greatest armies, and Rome, following the pattern of those same Spartans were world wide and formidable. Then there is Napoleon, and more. Today? Well, we might argue that it is ours...the US. But who knows. The other countries that might oppose us, are of a similar mind set to our own, and unlikely to contend with us. So, its best guess right now.

Some might say Rome, some might say the US today. How do you classify strongest? Toppled the most countries, or demonstrated superior skills?

I always think of Germany as pretty tough... I dunno, the whole "Nazi" thing back then.
Oh but the Mongols were fierce! The Huns conquered all!
