The law states you may make a Right turn on red after coming to a complete stop, alowing pedestrian traffic to cross and if it is otherwise safe to do so. So yes you can.

Yes you should be able to unless, there is a sign that says "No right turn on red". If you turned right then at the stop light you would probably fail your driving test.

Right turn on red after stop and safe to pull out is a Federal standard. You can't if it says no turn on red.
