Usually paper cuts are on your hands and fingers. Your fingers are one of the most sensitive areas of your body, packing more nerves in that area than almost anywhere else in your body except your tongue and your privates. If more nerves are involved, its going to hurt more.
That is also why those new blood sugar monitors that let people test their blood sugar on their arm instead of their fingers supposedly hurt so much less.
