CBS News says it's El Al, Israel’s national airline. But that being said, the Safety Assessment of Foreign Aircraft (SAFA) program established by the European Civil Aviation Conference (ECAC) published a list of safe airline companies on August 24. According to this list, four Tunisian airline companies, namely Karthago Airlines, Nouvelair Tunisia, Tuninter and Tunisair, are among the safest airline companies. La Presse reports that the list published by SAFA consisted of airline companies that satisfy the requirements of the European Civil Aviation directives.

hehe someone has been watching Rain Man - I don't know if the Quantas thing is actually true but it sounds plausible.
I'm not sure about the safest but I have flown Aeroflot and there were not enough seats for all passengers (no joke). I have also flown on a charter by Afghan Veteran Airlines and it was great (if basic) although we jumped out of it rather than landing in it :-)
