It is possible. It was recently discovered that dogs do have subtle differences in their barks depending on region and owner:

A study found similarities between a dog's yap or growl and how their owners speak.

Scientists claim pet dogs of all breeds gradually develop a "voice" that differs depending on where they live.

Tracy Gudgeon, from the Canine Behaviour Centre in Cumbria said: "What I did notice was differences in pitch and tone between the different dogs.

"The Scottish dog was quite distinctive. There was a lighter tone to the bark."

"I also noticed that in terms of pitch the Liverpudlian dog was higher then the rest of the sample."

Dog owners were asked to record a short message on an answer phone, and then encourage their pets to do the same.

Experts then compared the sounds, and found the dogs made different noises depending on how their owners spoke and where they lived.

If this is the case, then it is possible that the same may be true of cats, although I know of no current study concerning cats in particular.

I have heard that in different countries the meow is slightly different

The sound that cats make is the same universally, but the way that people spell the sound is different.
(Meow, Miao, Mew, Mau etc.)

NO!!! cats all speak the same language!! catinese duh! lol. but no they dont meow in a different language they meow just the same as any other cat does.

I'm sure they do. As pet owner's speak different languages, I'm sure cats or any pets, do understand different languages too.
