Is the sea level on Atlantice side of the Panama Canal the same as the Pacific side? Why are the locks necessary?

Yes, however, the LAND between the two oceans (Panama) isn't level. You would have to dig out something similar in depth to the Grand Canyon to make a canal without locks across Panama. : )

There is a lake in the middle of the canal that is 85 feet above sea level.

Fabolous... has given you some good points to consider but one other major factor is the rotation of the earth. This pushes the oceans to the West raising the sea levels where they come into contact with land masses like the Americas or Africa. Water in smaller volumes does seek its own level but the mass of water in the oceans is affected in other ways.
