she may have conjunctivitis... you should have it checked out by the vet.... it could even just be allergies.

Normally, watery eyes indicated some sort of irritation. The brown stains left on light-colored dogs' coats are the results of watery eyes. Usually, the hair surrounding the eyes is the culprit but dirt can cause it as well.

You don't say how old the dog is. If she is an older dog, her tear ducts may be blocked. This is common. It will cause tears to overflow. Otherwise the cause may be dust or other irritants, or allergies. Does she sneeze, rub her nose or scratch? If so, suspect an allergy.
The best thing to do if you are unsure is to see your vet.

Chihuahuas do tear alot, but if it is constantly, she may have easily irritated eyes. You can use human eyewash, just the fake tears gentle kind.
She may have a turned eyelid, so it would be safest to have her checked by a vet, as turned eyelids can lead to early cataracts

another possility could be infection of the ears, this too can casue a dogs eyes to be watery or even have the consitancy of mucus.

she may be allergic to something in ur house. But our cocker spainel's eyes water for no reason.
