We need nationwide standards that apply to ALL immigrants, not just cubans, not just haitians, not just africans, etc.Legal reform's pretty darn important, whatever Congress ends up passing had better be comprehensive, with a huge emphasis on deterrence...
I think, pardon the pun, that people are 'missing the boat' on immigration. Just look at switzerland. Barely 3 shovelfuls of dirt, switzerland's a GREAT country. They really have their act together. Other countries, including ours, would do well to emulate Switzerland....I don't care how much of a wretched hole you ran away from, it'll keep being a wretched hole until YOU stand up to fix it and make it right...and that's the bitter truth. Most immigrants are fleeing something, not moving intentionally to make a career move. The vast majority are trying like HELL to escape poverty and worse. Predation on the poor is 20 times worse in 2nd and 3rd world countries than it is in 1st world countries on their worst credit card-issuing binge. Problem is, no one ever goes BACK to the country they came from to fix er up, would YOU go there? C'mon, be honest, would YOU go there?
That's why I have a lot of respect for missionaries and aid workers and stuff, they really DO care about the welfare of those in poor countries. Only problem is, all the caring in the world won't fix things like out-of-control population growth, tolerance of crime by either private parties OR government officials, lack of a good and ethical legal system, lack of resources, in short, abject poverty, and americans are asked to give, give give, to try and help matters, but reform has to start at the top, and establish and maintain good values. A sad part of this whole story has been the UN....sad, sad days...

The Cubans are running from a despotic government whereas the Haitians are the same as the Mexicans and are coming for economic reasons.

Because Cubans are not freely allowed to leave Cuba - they are prisoners.
Haitians are free to leave, they're just too poor to do so. Haiti is a typical nutcase ex-French colony. They always did destroy everything they touched.

Cuba being a communist country people come here to be protected by political asylum where as Haiti is having a civil war and therefore political asylum is not warented.

Cubans have a bigger "lobby" - (governmental representatives) than Haitians.

Each countries relationship is differnt with each other country. For all I know, Haiti won't let us go there is large numbers, and the US reciprocated.
