What you are experiencing, sounds like photo-sensitivity, aka, "sun poisoning,"and heat rash. Those taking certain medications, pregnant, and those with auto-immune disease have a greater susceptibility to photo-sensitivity, however, anyone can be susceptible. Tiny red, itchy bumps, if treated with hydrocortisone, should subside. Also, getting out of the heat, and direct sunlight can reduce the extent of the area affected.

Sun Allergy perhaps:
"A sun allergy is an immune system reaction to sunlight, most often, an itchy red rash. The most common locations include the "V" of the neck, the back of the hands, the outside surface of the arms and the lower legs. In rare cases, the skin reaction may be more severe, producing hives or small blisters that may even spread to skin in clothed areas."

Maybe your allergic to the sun, but only to a certain degree. You might not can stand the sun for long periods of time. Many people have these symptoms too when they experience heat rash or something of that form. It's nothing to be alarmed about. Try applying sunscreen before going out on particularly hot days. That should tone it down a bit.

I get the same thing. I dont remember what my doctor called it but it is an allergy to the sun. Nothing makes it go away. I have tried everything, But it does help a little if you use really good sunblock. I also take zyrtec, helps a little bit with the itching.

It may not be the case, but there are many medications that can cause increased sensitivity to sunlight. There are even certain medical conditions where individuals are more sensitive to sunlight than anyone else. Also, does it depend on the amount of time you are in the sun? Are you wearing sunscreen? Even certain skin types, like blonde hair and blue eyes are more sensitive than those with brown hair and eyes. Know it may be more questions than answers, but maybe it will help.
