Atwest rental car... I used them before, they weren't the BEST cars, but it got us around.

Rent-A-Wreck
They don't really rent wrecked cars, just old, cheaper stuff. Must be 18, but some locations require you to be older, it is up to the franchise owner. Look at the website for locations.

Really as far as renting anything except DVDs from blockbuster, you need credit. I'm 19 and have had a credit card for about a year now and my credit is only going up.
