If you want to appear "bigger" then practicing perfect posture will do wonders for your appearance. Also performing incline chest press and butterflies on a 30-35 degree angle bench will help build the muscle group above the breast.

First of all, don't worry about it. They'll grow, and even if they don't, LOTS of people like them small. Don't be afraid to talk to your mom about it. Maybe she was small when she was your age. Honestly, it's normal for someone your age to feel unnatractive and inadequate, but you'll grow out of that, even if "they" don't grow.
BTW, NOBODY who's blond with big blue eyes is ugly ;-)

You can try injections. Injections now a days are actually microdroplets of your own fat that are injected after your breasts are primed to increase blood supply and is completely scar free and safe

I've heard that pre-natal vitamins can help, but I don't know if this is scientifically proven or not.
