The only book about a lion, that I know of is the C.S. Lewis classic, The Lion, The Witch, and the Wardrobe. That is part of the Chroncles of Narnia books. Those books were around 1950's or so. I really do not any books from the 1980's about a lion getting his hair cut at all.

There is one by Bill Peet. And the lion's hair becomes burned and when the other animals put a growth tonic on it, it grows too much and then they have the issue of cutting his hair to get untangled.
Not sure about the one you asked for. It has been a long time since I've seen it.

there is a book called The Mouse and the Lion....or The Lion and The Mouse. It has a good moral to the story, but it has nothing to do with a lion and a hair cut

The Lion's Hair Cut
However I am unsure that either of these are exactly what you are looking for.

ARe you talking about Hubert's Hair-Raising Adventure, Bill Peet. It was from 1956 but they reprinted it in the late 70's
