Try to immerse yourself as much as possible. Many larger cities have small areas where people of various nations congregate. Hang out in one of their coffee houses just to listen to the language. Get to know a few of them as friends.
You can also rent videos in the other language, and watch them. You'll have to make sure you get videos that are authentic foreign films, not Hollywood films with foreign subtitles, because that won't help at all.
Music is also helpful. Get some recordings of songs in the language you want to learn, and sing along. It helps your pronounciation and one day, you'll find yourself understanding the words.

I would use the language Cd's, get a magazine subscription in the language, join a group of that foreign language. This is how I learned to speak Spanish but I am still learning. I can understand it when spoken to me.

As mentioned before: Immersion is key.
Get some books or videos in that language, a friend that speaks the language, music (lyrics) or other sources of the language.

I learned french and got the DELF, by concentrating on learning that language for 2-4 weeks, and then you will have the basis for that foreign language.

Find a native speaker of that language and hang out as much as possible. Its all about immersion!
