I believe the answer should be Hawaii. This is the only state that is entirely surrounded by water. Several states are bordered by water. That is if the question is referring to the US Fifty States.

Alaska has more coastline than Hawaii. If you were to put Alaska in the middle of the continental U.S., it would cover almost all of the Midwest (from border to border), parts of the Southeast, and parts of the Southwest. Hawaii, however, is just a little bigger than Rhode Island.

Hawaii. Its in the middle of the Pacific Ocean. Alaska has a bigger, longer coastline, but the amount of water around Hawaii is a lot bigger!

Alaska - not Hawaii. The Aleutian Islands alone are covered by more water than Hawaii.

actually, HI has 750 miles of coastline, while Alaska has 5, 580 miles. Hawaii is relatively evenly edged, while alaska has many bays, and inlets that increase the coastline. Same for florida.
