We can't sadly. Violence is as old in history as time itself.
Yes, there should be stricter punishments, but all of society has to cast them out in order to destroy them. That means that no one in gang apparel can go into any public place without being kicked out. So much would have to be done for that matter, that it would go against the constitution.
Sorry, there isn't a better answer.

Gang wars are just mini real wars.
You first must satisfy insecurity, destroy hate and prejudice, limit greed and power, reduce sadism and anger and brainwashing countries, peoples, races, religions into thinking everyone is an enemy and out to hurt you.
Murder, torture, rape, robbery, all painful and not necessary.
Nor is road rage or road drag racing or playing Rapp Loudly disturbing everyone who does not want to hear your protests against women and other races.
But as long as two "Human beings" are together on some planet in a far galaxy they Will argue and eventually fight and one will probably die so the survival of the fittest will continue.
Think of all the Wars in the name of God.
The Crusades.
The Inquisition.
It will never end and neither will gangs even gangs of wild dogs and animals.
All the same
We are destined to destroy ourselves.

In my opinion the best way to end gang wars or any type of illegal activity it to hand out stricter punishments, lets face it how many times does a person have to get into trouble with the law before they receive a sentence that truly fits the crime. Remember when the young man in another country was cained? As barbaric as that sounds I'd be willing to bet that he never did it again. I hope someday, somehow,
society comes up with a way to not only end gang wars/violence but all violence in general :-)

Turn the problem over to our military, and give 72 hours notice that all gang members throughout the USA must surrender or they'll be hunted down and shot on sight as they're positively identified as being gang members.

Gather all the gang members up and send them to Iraq, they'd soon discover the terrorists hate them all equally and then they'd be on the same side fighting for America for a change.
