Who would teach the classes? Who out there is the 'perfect parent'? And who makes the rules?

Because the qualities that make a "good parent" are in the eye of the beholder. Some people think corporal punishment is a good way to discipline children, others think it's criminal. Some parents think a strong religious background is integral to raise a healthy, well-adapted child, others think that religion is a stumbling block. It would be impossible to agree on a currivulum for parents that our entire society can agree on.
For driving, however, the qualities of a good driver are pretty much apparent to everyone. There's not going to be much argument over the fact that one should stay in their own lane, or know how to operate a vehicle before taking it out on the road.

It is true that both driving and parenting require skill,ability and responsibility.
However driving a vehicle puts a deadly power in our hands.
so it requires a licence to protect the public.
Parenting on the other hand reduces our own strength in many ways. We generaly cause no harm to general public, may be that is why it does not require a licence.
However I do believe that parenting is a great part of our life, and it needs a lots of qualities and knowledge.
I think we should learn from our schools things like
1. Man's and women's health and care.
2. prengency, child bearing, child care.
3. human behaviour, child psychology, child care
4. Raising our children is art and science both.
If we do not care and raise our children properly, then we and the children,both suffer the consequences for rest of our life.
Young man woman both must keep in mind that at the time of conception and during the pregnency, what ever is your state mind, your children get it , sooner or later. The example is
of the latest haroin baby.
So before you have sex, please fall in a true love,get married, be a a wage earner, responsible,and truely caring.
Please do not hit a child, hug and love is your best medicine.
I think it may be good idea for local authorities to require
attending approved class of parenting before a marrige licence is issued.

How would we enforce this statute? AND, still call ourselves a free nation? I agree, it'd be wonderful if all prospective parents had to pass a test but I don't see how it would be possible in this country and quite frankly, I'm not impressed with how other countries handle family planning - are you?

I AGREE! I have always felt this way. Parenting is the most important job anyone will have and parents are getting younger everyday.

that is an ongoing question. It's sad but true. Society doesn't put enough emphasis on parenting skills then we wonder why there is so much chaos in our world.
